European leaders are convening in Kyiv to address Ukraine’s urgent air defense requirements and explore ways to intensify pressure on Russia amid escalating attacks on Ukrainian cities. This gathering, known as the Coalition of the Willing, is spearheaded by Britain, France, and Germany, with several other European heads of state joining remotely. The discussions also include participation from EU Council President Antonio Costa.
As Russian missile strikes increasingly target Kyiv and other urban areas, the resulting civilian casualties and damage to residential buildings have underscored Ukraine’s repeated appeals for more air-defense systems and interceptor missiles. In response, Britain is poised to announce further support for Ukraine, while France is planning to set up local production of the long-range SCALP missile. Additionally, France has committed to supplying extra interceptor missiles to bolster Ukraine’s defense capabilities.
Ukrainian President Volodymyr Zelenskyy has highlighted a significant decline in the delivery of Patriot interceptor missiles, noting that Ukraine received 675 such missiles in 2023, compared to a projected 364 in 2025 and 264 for 2026. With the winter season approaching, Kyiv is seeking at least 300 interceptors to reinforce its defenses.
Given the formidable challenge posed by Russian ballistic missiles, which are notoriously difficult to intercept, Ukraine’s reliance on advanced Western air-defense systems remains critical. Consequently, European allies are exploring strategies to augment supplies while maintaining diplomatic and economic pressure on Moscow.
