South Korea Investigates Potential Legal Violations in Fuel Shipments to Russia

South Korea has announced the possibility of legal action following reports that significant quantities of refined petroleum products were shipped from its ports to Russia, potentially violating domestic laws. This development comes after an analysis of port records and ship-tracking data indicated that over 176,000 tonnes of fuel, primarily diesel, were loaded onto seven tankers that made 14 trips to Russia’s Far East during July and August.

The South Korean government is examining these shipments closely, especially since three of the vessels involved are under sanctions from the United Kingdom and the European Union. The government clarified that the petroleum products in question are not subject to South Korea’s export controls on Russia, which focus on industrial machinery, electronics, and vehicles. Additionally, customs records have not shown any direct exports of diesel, aviation fuel, or motor petrol to Russia.

Authorities are scrutinizing the tankers’ routes, declared destinations, and any changes to these to determine if false declarations or other legal infringements occurred. Notably, the three sanctioned vessels had initially declared Japan or Singapore as their destinations before sailing to the Russian port city of Vladivostok.

The shipments have sparked concern in Ukraine, where officials argue that they could potentially undermine international sanctions against Russia. In response, South Korea has refuted Ukrainian criticisms, labeling recent comments about the shipments as inaccurate and inappropriate.

Ukraine has addressed the issue through diplomatic channels, seeking clarification from Seoul. Amid escalating tensions, South Korea has recalled its ambassador to Ukraine, expressing hope that the issues will be resolved amicably through ongoing discussions.
